The bidding process

The offer process will consist of two stages and shall comply with EU guidelines for the award of a works concession. 

Our requirement will be advertised on www.sourcenottinghamshire.co.uk and in the European Journal (OJEU) Tenders Electronic Daily

The bidding process comprises two distinct stages:

  • Stage One – Expressions of interest
  • Stage Two – Negotiations and detailed proposals


Stage One – Expressions of interest

Stage one will include an open advertisement and the issue of an invitation for expressions of interest.

As part of the expression of interest potential concessionaires are required to describe their appropriate experience and capability to design, operate and manage a leisure and tourism concession and to submit outline proposals for a new centre.

Expressions of interest are to be in the form of:

  • Response to the Company Questionnaire
  • A Concept Document describing outline proposals for a new centre. 


Stage 1 proposals will be evaluated and a shortlist of up to three potential concessionaires will be selected to progress to stage two.

Stage Two – Negotiations and detailed propsals

Stage two will comprise a number of rounds of negotiation with short listed bidders. Rounds of negotiation will facilitate dialogue and allow potential concessionaires to develop the concept for the new centre.

Following the conclusion of rounds of negotiation bidders will be asked to submit detailed best and final offers.

We will evaluate the best and final offers and a preferred concessionaire will be recommended for Council approval.
