10.9 Within a maximum of 56 calendar days of receipt of a formal representation from the keeper of the vehicle a written Notice of Acceptance or Rejection will be sent by the Council:
(i) Notice of Acceptance: This will confirm that the representation has been accepted and that the person’s liability for the Penalty Charge Notice has been cancelled.
(ii) Notice of Rejection: This formally rejects the representation and gives detailed reasons why the Council have came to this conclusion. The rejection is also accompanied with the necessary forms and instruction on how a further representation can be made to the independent Traffic Penalty Tribunal (TPT) (formerly NPAS). This representation must be made within 28 days of receipt of the notice of rejection.
10.10 Should the appellant decide to progress the appeal to the TPT, they will be able to decide whether to proceed with a written appeal or attend a hearing to put their case. An independent adjudicator from TPT will consider the case in due course and his or her decision is considered final.
